The Essentials
The essentials first. Tap any answer for its explanation, sources and check date.
The ministry places the lodging smoking-room exception in a separate communal room, expressly not in guest bedrooms. Hotel permission alone does not override that rule.

The national rule excludes genuinely open-air areas. Confirm that your hotel permits smoking on the exact balcony; enclosed extensions and hotel dining areas must not be treated as an open balcony.

The guidance distinguishes lodging premises from purely private homes. It does not establish which classification applies to every serviced-apartment unit, so hotel-bedroom rules cannot automatically settle this question.

A lodging business may provide a separate smoking room in communal space. It cannot be a guest bedroom; smoke must not enter protected areas or circumvent the ban, and no food or drink may be prepared, served or consumed there.

Enclosed public terminal areas are generally smoke-free; the national public-place rule allows a separate compliant smoking room. This legal option does not establish that Vienna Airport offers an accessible indoor smoking room.

Vienna Airport’s lounge rules permit smoking only in designated outdoor areas of the VIENNA Lounge, Terminal 1. This is a lounge-access arrangement, not evidence of a free public indoor smoking room or facilities at every gate.

ÖBB’s house rules prohibit smoking across its entire station premises, including open platforms. The ministry distinguishes this operator rule from the national indoor ban; this answer is scoped to ÖBB stations, not every possible Vienna operator.
Operator policy: ÖBB-Infrastruktur station premises, including passenger platforms

Smoking is prohibited on enclosed public and private transport, including trains. The ministry expressly says smoking areas or smoking compartments cannot be provided.

Indoor hospitality premises are smoke-free, including bars, nightclubs and restaurants. A dedicated smoking bar or separate hospitality smoking room is not an exception; genuinely private clubs are assessed separately.

The ministry preserves the exception for genuinely open-air hospitality space. A roofed or enclosed restaurant extension is not automatically an outdoor terrace, and the venue may prohibit smoking.

Strictly private adult-only clubs may regulate smoking internally; visitor access, events or hospitality change the rules. Public-access clubs may instead have a compliant separate room. Day membership cannot be used to evade a ban; no visitor-accessible club is verified here.

The national indoor smoking rules do not apply to open-air space. Stay outside specifically protected grounds and follow any stricter site rules; this does not permit smoking in an enclosed stop or station.

Do not use a club membership as a workaround for a smoking ban: official guidance expressly scrutinises day or event memberships and keeps hospitality and event restrictions in force. Children’s playgrounds are smoke-free under Vienna’s park rules.

Outlook: No material change identified
The examined July 2026 parliamentary reform concerns an end-year disposable-vape ban and playground cigarette-litter controls. It does not establish a new future cigarette-smoking access ban. This scoped check does not confirm all future local or tax changes; current smoking answers remain separate.

Each answer shows its own check date and legal scope. Property policy, practical facilities and legal permission are checked separately. An edition date does not mean every claim was checked again.
Legally unclear means the question was researched but a reliable answer was not established. It is not permission.

The national indoor ban excludes open-air areas, but Vienna’s Parks Department confirms that children’s playgrounds are smoke-free under the Green Space Ordinance. Follow stricter rules for the particular park; this is not permission throughout every garden or playground.
